We are in some difficulty about the appointment of three
Assistant Mistresses for Hong Kong referred to in your letter of the 20th September, 1913, (Sir H.W. Just, 31528/1913).

We are asked to find three Assistant Mistresses each of whom of thich is acomautance ante kundergarten methods must have certain qualifications, and all of them together must
cover a certain range of subjects. All are offered the same salary
but one only will be given quarters,

Our difficulty is this it will be hard enough to get decent
candidates for the salary offered to cover the range of subjects,
but we are in particular advised by our specialists that it is
very unlikely that we can get acquaintance with kindergarten
methods combined with some of the subjects. Our task would there-
fore be simplified, though it will not be made quite easy, if we
could know whether this acquaintance with kindergarten must
necessarily be possessed by each of the three teachers. If, for
instance, it was not required from the teacher who has French,
German, or Latin, we might be able to get it from the other two.
Supposing kindergarten not to be essential for each of the teachers, the further question arises whether the teacher who is
not kindergarten would be equally eligible for the residence. present it is obviously indifferent to which of the teachers the
residence is to be allowed, and we in selecting the candidates C would naturally be guided by circunstances in offering the residence, Residence might obviously prove an inducement to a candidate
